Workshop: Effective housing management and energy efficient refurbishment of residential buildings

The workshop will be organized from 31.05 till 03.06.2016 in Baku in Ganjeli Plaza Hotel at ul. Uzeyir Hajibeyov, 48. The workshop is organized by public union "Property market Participants", Baku (Azerbaijan) and the Housing Initiative for Eastern Europe (IWO), Berlin (Germany).

The event is conducted within the project "The way forward for reforms in the housing sector: empowering grass-root homeowners associations in Azerbaijan, Belarus, Georgia, Moldova and Ukraine".

One of the goals of the project is to create in the partner countries 11 Technical Advisory Centres (TACs) to provide information and consultancy support to homeowners to improve awareness in the field of housing management. This goal has been achieved already. The TACs have been established in the partner-cities within a tender procedure for civil society organizations announced in course of the project.

The next stage of the project – organization of capacity building events for the TACs. The training workshop in Baku starts a series of training seminars with the aim to gain additional professional knowledge for experts of the TACs and overall capacity of the TACs. In order to exchange experiences in the field of housing sector the following seminars will be organized in all partner countries of the project.

Two main topics will be discussed at the workshop:

- Forms of housing management of residential buildings: perspectives and challenges of each form of management, procedures for the establishment of homeowner associations, motivation and cooperation with homeowners;

- Energy efficient refurbishment and modernisation of residential buildings: the main approaches, legal aspects, technical and soft measures and involvement of the public.

It is planned that participants will also visit multi-family buildings and a TAC for HOAs in Binagadi district of Baku City, in order to share knowledge on best practices in housing management and energy efficient refurbishment of residential buildings.

The training workshop will bring together experts from Azerbaijan, Belarus, Georgia, Germany, Moldova and Ukraine. The workshop will be followed by a discussion, which will identify perspective areas to support national reforms in the housing sector in order to promote multi-level governance and the strengthening of associations of homeowners.
